The Role
In consultation with the Skills Strengthening Manager, the Skills Adviser – Hospitality will provide technical advice and capability-building support to Pacific Australia Skills Timor-Leste and partner institutions to strengthen the quality, relevance, and industry responsiveness of hospitality training. The adviser will support the review and development of competency-based training courses, learning resources and assessment materials, aligning them with national qualifications and labour market requirements. The adviser will also design non-accredited training, mentoring and professional development initiatives, and help manage the delivery of accredited programs by Australian Registered Training Organisations (RTOs) or other external training providers.

At a system level, the adviser will lead initiatives that strengthen the national TVET system and the capacity of national training providers, so that Timor-Leste can better meet its labour market needs. Working closely with government agencies, training providers, employers and industry, the adviser will promote workplace-based learning, strengthen industry linkages and support practical skills development. This work will improve employability outcomes for hospitality learners, lift the skills of TVET trainers and industry employees, and build workforce capability in Timor-Leste’s hospitality sector.

Roles and Responsibilities

Technical Advice and Training System Strengthening

  • Assess the institutional capacity and training readiness of partner training providers and propose plans to strengthen them.

  • Facilitate locally led skills development and system-strengthening activities that support national and partner priorities and align with program outcomes.

  • Contribute to technical working groups, skills advisory mechanisms and coordination efforts that strengthen quality assurance processes and the consultative models of TVET authorities.

  • Provide information to support program reporting, strategic communications, planning, and monitoring, evaluation and learning (MEL).

National Qualification Review and Development

  • Review existing hospitality qualifications, curricula and learning resources, and recommend improvements so they reflect labour market requirements and current industry practice.

  • Facilitate and contribute to qualification and competency standard development workshops, and to the validation and moderation of training and assessment materials suited to the Timor-Leste hospitality sector and training landscape.

  • Guide quality improvement approaches that meet national accreditation and quality assurance requirements.

Skills Development Activities

  • Steer and coordinate the design and delivery of accredited and non-accredited hospitality and cookery programs, including non-accredited upskilling workshops for industry where demand is clear and under the direction of the Skills Strengthening Manager.

  • Lead effective teaching and learning across classroom, workplace, simulated and online learning environments, using flexible, blended and inclusive techniques.

  • Design and pilot workplace-based learning and on-the-job training approaches, capturing lessons learned to review and improve the approaches and tools.

  • Develop, pilot, implement, and monitor workplace assessment strategies and practical competency assessment tools.

  • Deliver practical demonstrations and on-site technical mentoring across food and beverage, front office, housekeeping and accommodation services, ensuring safe work practices and occupational health and safety principles are applied.

Training of Trainers and Capacity Development

  • Coach and mentor hospitality trainers and assessors in competency-based training and assessment practices and support their continuous professional development.

  • Strengthen trainer capability in practical skills delivery, learner-centred approaches and methods for integrating job-related English into training.

  • Mentor and coach TVET training centre managers responsible for hospitality training in partner training centres.

Industry Engagement and Partnerships

  • Establish and maintain productive partnerships with hotels, resorts, restaurants, tourism operators, local communities and other local stakeholders.

  • Help identify opportunities for apprenticeships, internships and workplace-based learning.

  • Promote collaboration between training providers and industry to improve employment opportunities, include marginalised groups and support climate and environmental initiatives.

Stakeholder Coordination

  • Support coordination and communication across partner institutions and programs, including government ministries, national regulatory authorities, development partners, training providers and the private sector.

  • Represent Pacific Australia Skills in technical meetings, working groups and sector consultations as required.

  • Build trust-based relationships with partners and stakeholders.

  • Actively participate in staff meetings, vocational networks, professional practice meetings and other activities relevant to the role.

Selection Criteria

Essential Experience and Knowledge

  • Relevant qualifications as a trainer in the hospitality sector.

  • A minimum of seven years' relevant industry experience in the hospitality sector and demonstrated experience in the delivery of vocational training and assessment.

  • Current knowledge of training packages, and experience using a wide range of flexible and effective learning methods in a culturally appropriate and inclusive manner.

  • Experience implementing workplace-based learning, apprenticeships and on-the-job training approaches.

  • Demonstrated skills in mentoring and coaching others to build capability and support change in a culturally sensitive manner.

  • Proven ability to work collaboratively and ethically with government, industry, training institutions and other skills development partners in complex, multi-stakeholder environments.

  • Willingness to travel throughout Timor-Leste to support program implementation, including staying overnight in municipal locations.

  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Desirable

  • TVET Training Diploma, Certificate IV or equivalent adult education qualification.

  • Experience supporting national qualifications systems.
