Chemonics International is seeking an experienced and inspiring Team Leader to lead the next phase of the Partnership Fund for a Resilient Ukraine (PFRU II), a flagship multi-donor programme funded by Canada, Estonia, Finland, Norway, Sweden, Switzerland, and the UK.

The Opportunity

As Team Leader, you will provide overall strategic, technical, and operational leadership for one of the most significant resilience and recovery programmes in Ukraine. You will lead a large multidisciplinary team, manage relationships with senior government and donor stakeholders, and ensure delivery of high-impact results in a complex and rapidly evolving environment.

Key Responsibilities

  • Lead programme strategy, delivery, adaptation, and performance against PFRU objectives.

  • Provide leadership to a diverse technical, operational, and delivery team.

  • Serve as the primary senior liaison with FCDO, financing partners, and programme governance bodies.

  • Oversee programme planning, budgeting, forecasting, risk management, monitoring, and reporting.

  • Build strong partnerships with government counterparts and key stakeholders.

  • Drive learning, innovation, evidence-based decision making, and continuous improvement.

  • Ensure compliance with donor requirements, safeguarding standards, security protocols, and legal obligations.

About You

  • 15+ years experience in international development, government, NGOs, academia, or related sectors.

  • Proven success leading large, complex programmes and multidisciplinary teams.

  • Strong donor and stakeholder engagement experience.

  • Exceptional leadership, communication, and decision-making skills.

  • Experience operating in high-pressure, politically complex environments.

  • Bachelor's degree in a relevant field (advanced degree preferred).

  • Fluent English; Ukrainian language skills are an advantage.

  • Knowledge of Ukraine and/or resilience, governance, stabilisation, or recovery programming is highly desirable.
