Under the direct supervision of the Program Manager and technical supervision from the Deputy Medical Coordinator, the Health Supervisor is responsible for the technical assistance of MdM health intervention in the Baalbek area. The Health Supervisor will be responsible for defining, coordinating, and monitoring the medical activities according to protocols, standards, and procedures to ensure the delivery of quality medical care for patients at the Primary Health Care Centers (PHCCs), Mobile medical unit (MMU), Rapid Response Team, and documents best practices and share a lesson learned. The Health Supervisor will be a resource person for Health Monitor Officers, Quality Officer, SRH Advisor, Rapid Response Team Nurses, and Community Volunteers, providing any guidance or advice as part of the overall health activities. Medecins du Monde (MdM) is supporting three PHCCs through the LPSP model in Baalbek, one Medical Mobile Unit (MMU), and a Rapid Response Team in informal tented settlements present in Macharih Al Qaa. MdM also supports Al Qaa PHCC to provide service through home visits to people with limited mobility. In addition, through its network of community volunteers, MdM participates in raising awareness of multiple health messages and building capacity including epidemiological surveillance. Responsibilities Technical activities Participate in the planning, organization, and coordination of medical activities, in close collaboration with the Program Manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in the medical care of MdM programs and activities. Develop the framework and lead documentation of best practices of MdM health intervention. Technically assist in a range of quality assurance tasks including the development of SOPs, ensuring guidelines, are in place, audits protocols and tools are in place, checklists are complete, in addition to taking part in any other quality assurance exercises. Contribute to checking and controlling the rational distribution of medicines and equipment of the supported PHCCs, MMU, and RRT Follow-up on the psychotropic supply chain in MdM specialized mental health and Substance centers and contracted pharmacies Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.). Support on capitalization of best practices and lessons learned. Perform regular quality supervisory visits to supported facilities for assessment, monitoring, and guidance. Monitor HMOs and RRT monthly action plan. Ensure smooth coordination between the MHPSS team and medical team regarding integration of MHPSS at PHCCs level Ensure the smooth health information flow from PHCC level To harmonize the health information management challenges in aim to report it to the MEAL department Support health community activities implementation according to the yearly action plan developed together with outreach officer and program manager Perform any other duties as requested Management of Teams Direct Line manager of 4 HMOs and technical management of 2 nurses of the RRT. Contribute to identify training and capacity building needs among the HMOs and nurses, facilitate the implementation of capacity building plan in addition to support the development of training material and delivery of these training including HMOs and RRT Manage and lead the HMO (setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management) Manage the follow-up of the HMO’s activities regarding the respect of the report deadlines of the data indicator and means of verification Advise, arbitrate, and support measures to be taken in the event of difficulties, malfunctions and incidents Develop, build and maintain a collaborative and respectful team working environment Organize the semi-annual and annual appraisals with the HMOs under his/her/their direct management. Participate in the recruitment process if needed. Participate in the briefing of the new MdM staff if needed.
